For more than two decades I was Crown Counsel with the Government of Ontario, advising on consumer protection, public safety, administrative law, regulatory policy, and enforcement. I worked directly with the decision-makers, regulators, and enforcement agencies who run Ontario’s regulatory system, and helped build the legislative and regulatory frameworks they operate under.
I now use that experience from the other side of the table. I advise businesses, regulators, professional healthcare organizations, real estate sector clients, boards, and executives on regulatory risk, governance, compliance, investigations, enforcement matters, and strategic decision-making. My clients range from private lenders and hospitality operators to organizations working through the complex process of establishing regulated institutions in Ontario.
What I bring is an insider’s understanding of how government institutions assess risk, reach decisions, and respond when something goes wrong. When you are facing regulatory uncertainty, government scrutiny, reputational risk, or an operational problem you cannot yet name, I help you find a path forward — bringing clarity to complexity, identifying the options, weighing the risk, and setting out practical strategies you can act on with confidence.
Outside private practice, I serve as a Director and Treasurer of the Consumers Council of Canada — Canada’s leading independent consumer advocacy organization. That work keeps me close to the issues consumers and businesses face in the real marketplace, and journalists covering those issues regularly come to me for comment.
I’ve been quoted by CBC, the Globe and Mail, Canadaland, and Do Not Pass Go on consumer rights, competition law, data privacy, and cybersecurity. My approach is straightforward: simplify complexity, solve problems, and deliver practical solutions.

- Day-to-day regulatory and commercial advice for businesses operating under Ontario licensing regimes
- Advised on the regulatory response to a fatal industrial explosion and the restructuring of the sector that followed — emergency response, public inquiry, and the design of a new safety regime
- 25+ years advising under Ontario’s regulatory statutes, including consumer protection, technical safety, privacy, and freedom of information legislation
